Leipzig

This article provides specific information about local laws that apply to hosts in Leipzig. Just like regarding our country article for Germany, it’s your responsibility to verify and comply with any obligations that apply to you as a host. This article can serve as a starting point or place you can come back to if you have questions but it isn’t exhaustive and it doesn’t constitute legal or tax advice. It’s a good idea to check to make sure laws and procedures are current.

Please contact the city of Leipzig directly or consult a local advisor, such as an attorney or tax professional, if you have questions.

Accommodation tax

The city of Leipzig is collecting an accommodation tax for temporary visitors of the city according to the accommodation tax by-law.

The accommodation tax is five percent on paid accommodation services, rounded down to full cents. The basis of assessment is the remuneration owed for the individual overnight stays of the guest's accommodation, including the legally owed VAT. The accommodation tax is collected by hosts as the accommodation providers.

Children and young people up to the age of 18, severely disabled persons, persons who have to stay in Leipzig for medical treatment are exempt from paying the accommodation tax.

Short-term rental regulations

In September 2024, the City of Leipzig passed a misappropriation statute (Zweckentfremdungsverbotssatzung) which prohibits the use of living space for unauthorized purposes.

Permit

In general, you need to obtain a permit from the authorities if you want to rent any residential space on a short-term basis for more than 12 weeks per calendar year.

Exemption

There is an exception for living space that had already been rented out on a short-term basis for more than 12 weeks per calendar year at the time the misappropriation statute came into force. In this instance, you can notify the City of Leipzig of this within three months of the statute coming into force. Please note that this exception will only apply for a period of two years after the statute came into force.

Find more information on the statute, its planned implementation, and a form to apply for continued renting on the website of the City of Leipzig.
